LEONARDTOWN, MD (May 7, 2026) – The St. Mary’s County Health Department (SMCHD) recognizes Pastor James Bell from God’s House of Refuge as the 2026 recipient of the Public Health Champion Award. The Public Health Champion Award recognizes outstanding community members or organizations for their unwavering partnership, compassionate leadership, and commitment to improving the safety and well-being of the St. Mary’s County community.
Pastor James Bell is a dedicated leader at God’s House of Refuge, a community advocate, and an active member of the SMCHD Group Violence Intervention Team (GVI). Established in 2023 by the St. Mary’s County Health Department and the St. Mary’s County Sheriff’s Office, the GVI team works to reduce gun violence and improve community safety. Pastor Bell exemplifies leadership and community engagement by supporting the families of our GVI clients through spiritual guidance, emotional support, and a compassionate listening ear.
“Anyone who knows Pastor Bell understands his unwavering willingness to help,” said Michelle Pottinger, SMCHD’s Violence, Injury, and Trauma Unit Director. “He plays many roles in the community, including supporting the local Boys and Girls Club of St. Mary’s County and leading a men’s group at his church. His dedication to service and passion for the community are reflected in the core values of SMCHD.”
