Requests for Proposals: Local Behavioral Health Authority’s Prevention Services Program 

LEONARDTOWN, MD (August 9, 2022) – The St. Mary’s County Health Department’s (SMCHD) Local Behavioral Health Authority is seeking two contractors to provide services for their Prevention Services Program.

SMCHD is seeking an evaluator beginning September 1, 2022 through June 30, 2023, to provide evaluation services to support public health prevention grants for St. Mary’s County Health Department’s Prevention Services. Communities funded as part of prevention services are required to implement the five steps of the Strategic Prevention Framework (Assessment, Capacity, Planning, Implementation, and Evaluation) in their efforts to reduce substance use, evaluate drug prevention programs and media campaigns in the community, conduct a  community-level evidence-based strategy to address the significant findings of substance use, underage and binge drinking in the community, and evaluate strategies related to opioid misuse. The selected Evaluator will also be responsible for planning, developing and implementing a community focus group related to substance and alcohol use in the community. The deadline to submit a proposal for this contract is August 21, 2022.

SMCHD is also seeking a consultant, beginning September 1, through June 30, 2023, to provide graphic design services and media campaign support for their Prevention Services Program. Funding available for the contracted work is $17,200. The deadline to submit a proposal for this contract is August 21, 2022. The consultant selected for this contract shall have:

  • Experience in developing public health prevention media campaigns
  • Logo branding and graphic creation for public health media campaigns
  • Software compatible with various mediums (digital ads, video, billboard graphics, etc.)
  • Subscription/access to a variety of images/video content
  • Ability to create Info graphs and other reports for key public health data communications with quick turnaround time
  • Layout/design services for print, web, PowerPoint and other media
